Transparency in Coverage publishing

What this payer publishes under the Transparency in Coverage rule, how the published index is arranged, and what becomes of earlier months. Each statement is read from a public document and cites it.

Posting cadence
Publishes machine-readable files monthly through its Blue Cross and Blue Shield divisions, on a schedule that differs by book of business. The user guide the Illinois and Texas divisions publish for retail and fully insured accounts states the files are published on the 1st of each month, beginning on the plan's effective date. The implementation guide the Illinois division publishes for self-funded (ASO) accounts states publication occurs on the 25th before the 1st of each month, again beginning on the plan's effective date.345
Index shape
Publishes a table-of-contents index file named for the issuer, and reaches each self-funded account through a separate page addressed by that account's Employer Identification Number, with the EIN carried in the index filename. The guides the Illinois division publishes describe the table of contents as containing the links to the in-network and out-of-network files, and define the date at the front of an index filename as the date the file was generated, which they state will be prior to the 1st of the month.34
Back catalogue
Only the most recent version of the rate files is kept online. The guidance published alongside the files encourages users and accounts that want historic records to download and store the available data each month, states that machine-readable file data is stored for seven years offline, and says historic data required for an investigation or audit may be obtained upon request and validation.34

Fetched 2026-08-07. A twenty-eight-page user guide linked from the Illinois member machine-readable files page. It carries the fully insured half of all three HCSC claims: publication timing at section 2.5 on page 6, the table-of-contents naming convention at section 2.2 on page 5, and data retention at section 4 on page 26. Section 2.2's bullet defines the filename date as "The date that the file was generated with updated plan (or policy) information, which will be prior to the 1st of the month", which is what stops a filename date being read as a publication date. publishedDate is the version date printed on the cover.

  4. [4] BCBSIL Transparency in Coverage Machine Readable Files Implementation Guide for ASO Accounts, Version 2.3 · Blue Cross and Blue Shield of Illinois, a Division of Health Care Service Corporation · checked 2026-08-07

Fetched 2026-08-07. A twenty-eight-page implementation guide for self-funded accounts, not linked from the member machine-readable files page but reached from the per-account self-funded page, which is addressed by the account's Employer Identification Number. Its cadence differs from the fully insured guide and the difference is the payer's own: section 2.5 reads "the 25th before the 1st of each month" against the fully insured guide's "1st of each month". Section 4 is worded identically except that "Users wishing" becomes "Accounts wishing", which is why the retention claim cites both guides and says "users and accounts".

  5. [5] BCBSTX Transparency in Coverage Machine Readable Files User Guide for Retail and Fully Insured Accounts, Version 1.4 · Blue Cross and Blue Shield of Texas, a Division of Health Care Service Corporation · checked 2026-08-07

Fetched 2026-08-07. The Texas division's equivalent user guide, cited as corroboration rather than for a fact of its own: sections 2.2 and 2.5 carry the Illinois guide's index-naming and publication-timing sentences with only the issuer name changed, so the per-issuer pattern is company-wide rather than an Illinois quirk. Texas alone among the divisions documents a prescription-drug index naming convention, while the Illinois ASO guide states that a third, pharmacy-related file is indefinitely on hold; no published text reconciles the two, which is why no pharmacy claim is seeded in either direction.
